Is it safe to invest in Croatian real-estate yet ?

Croatian real-estate and foreign investment law are not yet fully developed.
Hotel & resort developers should be aware that plans for real-estate development in general - and locally - are still not approved for the Dubrovnik Region and for many other areas in Croatia. Once the spring elections are over then the planning will start but this work is unlikely to be completed before earliest late 2005.
Legally today any land offered for sale can be rezoned without any consultation with the owners. If land is in a current Building Zone (Residential, Tourist or Commercial) then a permit may be approved immediately. The problem is that should you fail to get your application approved you could end up with worthless land - or no building permit will be granted. In addition, you may not get the relevant building permit, even if you have other permits in place.
